Безпечне та економічне функціонування системи морського транспорту в контексті сталого розвитку

Abstract

Морський транспорт доставляє понад 80% вантажів у світі, має основні проблеми для розв’язання: зростання експлуатаційних витрат суден, збільшення викидів шкідливих речовин у довкілля, значна кількість морських аварій та катастроф. Метою статті є формулювання заходів щодо безпечного та економічного функціонування морського транспорту задля формування міцних конкурентних переваг в контексті сталого розвитку в умовах BANI– світу. Методологічну основу дослідження становили методологія системного аналізу, інжинірингова парадигма. У роботі використано методи аналізу і синтезу, лонгітюдний аналіз, вибіркове опитування, побудова ланцюга створення цінностей морського транспорту. Запропоновано формувати міцні конкурентні переваги на підставі інновацій усім стратегічним партнерам – учасникам процесу доставляння вантажу відповідно до ланцюга створення цінностей морського транспорту. Такий підхід цілком враховує три складові концепції сталого розвитку: економічного, соціального та екологічного, що особливо актуально в умовах невизначеності. Узагальнено тенденції інноваційного розвитку для морського транспорту та морських портів із урахуванням вимог суспільства сталого розвитку. Доведено, що морська освіта має готувати морських фахівців, що передбачає формування таких hard та soft skills з урахуванням вимог концепції сталого розвитку та очікувань роботодавців. За результатами вибіркового опитування морських офіцерів щодо основних soft skills моряків визначено найважливіші: стресостійкість, уважність, навички роботи в команді, комунікативні навички, відповідальність, лідерські якості та ін. Акцент на їх вихованні впродовж здобуття професійної освіти допоможе морському офіцеру самореалізуватися як особистості, зробити кар’єру, знайти своє місце в житті та суспільстві. Сформульовані пропозиції рекомендовано застосувати бізнес-організаціям морської галузі для зменшення екологічного навантаження на довкілля, оптимізації витрат та підвищення якості послуг з метою врахування потреб споживачів. Maritime transport faces several challenges, including rising operational costs of ships; increased emissions of harmful substances into the environment, and a significant number of marine accidents and disasters. The purpose of the article is to formulate measures for the safe and economical functioning of maritime transport to establish strong competitive advantages in the context of sustainable development in a BANI-world. The subject of the study encompasses theoretical, methodological, and practical aspects of maritime cargo transportation from sender to recipient. The research is based on the methodology of systems analysis and the engineering paradigm, utilizing methods of analysis and synthesis, longitudinal analysis, selective surveys, and the construction of the maritime transport value chain. It is proposed to create strong competitive advantages based on innovation for all participants in the cargo delivery process according to the maritime transport value chain. This approach fully encompasses the three components of the sustainable development concept: economic, social, and environmental, which is particularly relevant in turbulent conditions. The study summarizes trends in the innovative development of maritime transport and seaports, taking into account the requirements of sustainable development. It has been demonstrated that maritime education should proactively prepare maritime professionals, which will involve the development of both hard and soft skills that align with the requirements of the concept of sustainable development and employers' expectations. The results of selective surveys among maritime officers regarding the essential soft skills required for a maritime career identified the following: resilience, attentiveness, teamwork skills, communication skills, responsibility, leadership qualities, and more. Emphasizing the development of these competencies will help future maritime officer's self– actualize as individuals, build their careers, and find their place in life and society. The formulated recommendations are recommended for implementation by business organizations in the maritime industry to reduce environmental impact, optimize costs, and enhance the quality of transportation services for consumers.
