Етапи становлення та розвитку системи морської освіти України

Abstract

Статтю присвячено вивченню основних тенденцій розвитку освіти, науки та технологій в морській галузі в Україні, впливу на розвиток морської освіти державної політики, економіки й національної безпеки, крім того, в статті підіймаються проблеми вибору шляхів розвитку системи морської освіти. Українська морська національна ідея має давню історію та зумовлена розвитком самоідентифікації країни як морської держави з середини VII століття, значної протяжності морського узбережжя, потужного портового господарства (біля 18 портів), розвиненого суднобудування (біля 8 заводів) і судноремонту, й визнаною у світі школою підготовки національних кадрів. Після розпаду СРСР до України перейшло близько четвертої частини морської інфраструктури, цивільного флоту, а також елементи інфраструктури, зорієнтованої на рибогосподарські, морські транспортні, військово-морські технології. У зв’язку з цим морська діяльність для України є важливим державним завданням, реалізація якого вимагає скоординованої державної морської політики. Окрім цього, одним з основних завдань держави є організація освіти в країні. Мирова історія свідчить, що розвиток та якість освіти це також є важливими складовими успіху розвитку країни загалом, її авторитету та статусу. Велику роль в цьому процесі в Україні грає саме морська освіта. Після глибокого аналізу особливостей формування морської освіти в Україні, визначенні потреб у морських спеціалістах на світовому ринку, складностей дипломування та тренажерної підготовки фахівців морського діла є можливим визначення напрямів розвитку ефективної системи української морської освіти. Особлива увага в статті приділяється етапам становлення та розвитку морської освіти в Україні. The article deals with the study of the main trends in the development of education, science and technology in the maritime industry in Ukraine, the impact of public policy, economics and national security on the development of maritime education, in addition, the article raises the problems of choosing ways of developing marine education. The Ukrainian maritime national idea has a long history and is conditioned by the development of the country's self-identification as a navy power from the middle of the 7th century, a considerable length of the sea coast, a powerful port facility (about 18 ports), developed shipbuilding and ship repairing (about 8 shipyards), and is a recognized school for training national staff in the world. After the collapse of the USSR, Ukraine gained about a quarter of the maritime infrastructure, the civil fleet, as well as elements of infrastructure oriented on fishing, sea transport and naval technologies. In connection with this fact, maritime activity for Ukraine is an important state task, the implementation of which requires a coordinated state maritime policy. In addition, one of the main tasks of the state is the organization of education in the country. World history shows that education development and quality of are also important components of the success of country development as a whole, its authority and status. A great role in this process in Ukraine is played by maritime education. After a thorough analysis of the characteristics of maritime education formation in Ukraine, identifying the need for marine specialists in the world market, the difficulties of certification and simulator training for specialists in the maritime field, it is possible to determine the development directions of an effective system of Ukrainian maritime education. Special attention in this article is paid to the stages of the formation and development of maritime education in Ukraine.
