Професійна підготовка фахівців морської галузі в Україні як компонент світового морського освітнього простору

Abstract

У статті актуалізовано увагу на сучасних проблемах професійної підготовки майбутніх морських фахівців в Україні. Здійснено аналіз міжнародних (Кодексу та Міжнародної Конвенції ПДНВ, рекомендацій ІМО, Директиви 2008/106/ЕС Європейського Парламенту та Ради та ін.) і національних нормативних документів щодо морській галузі та стану реформування морської галузі в Україні відповідно до міжнародних стандартів (Наказ “Про впровадження системи стандартів якості у навчальних закладах, підпорядкованих Міністерству освіти і науки, молоді та спорту, що здійснюють підготовку кадрів для екіпажів морських суден”, Наказ Міністерства інфраструктури України “Про затвердження Стратегічного плану розвитку річкового транспорту на період до 2020 року”, Постанова “Про затвердження Морської доктрини України на період до 2035 року”, Постанова Про затвердження переліку галузей знань і спеціальностей, за якими здійснюється підготовка здобувачів вищої освіти, Розпорядження “Про затвердження Стратегії розвитку морських портів України на період до 2038 року”, Стратегія імплементації положень директив та регламентів Європейського Союзу у сфері міжнародного морського та внутрішнього водного транспорту (“дорожня карта”) та ін.). Висвітлено проблеми в галузі морської освіти, пов’язані з імплементацією міжнародних та розробкою нових освітніх та галузевих стандартів. Підкреслено важливість розробки національних галузевих рамок кваліфікацій у морській галузі. Акцентовано увагу на ролі соціально-гуманітарних дисциплін у процесі становлення майбутніх суднових офіцерів. Подано основні тенденції та напрямки розвитку морської освіти із застосуванням новітніх технологій у майбутньому. The research of our article actualizes the modern problems of professional training for future marine specialists in Ukraine. There is analysis of international (Code and International Convention on Standards of Training Certification and Watchkeeping for seafarers with Manila Amendments, International maritime organization recommendations, Directive 2008/106/EC of the European Parliament and of the Council etc.) and national regulatory documents on the maritime industry (Order “On the introduction of a system of quality standards in educational institutions subordinated to the Ministry of Education and Science, Youth and Sports, which provide training for crews of seagoing vessels”, Order of the Infrastructure Ministry of Ukraine “On Approval of the Strategic Plan for the Development of River Transport for the Period until 2020”, The Resolution “On Approval of the Marine Doctrine of Ukraine for the Period until 2035”, The Resolution On Approval of the List of Knowledge Fields and Specialties under which Higher Education Institutions are Prepared, The Order “On Approval of the Strategy for the Development of Seaports of Ukraine for the Period until 2038”, Strategy for the implementation of the provisions of the directives and regulations of the European Union in the field of international maritime and inland water transport (roadmap) etc.) and the state of reform for the maritime industry in Ukraine in accordance with international standards is carried out. There are problems in the field of maritime education, which are related to the implementation of international and the development of new educational and industry standards. The importance of the development of national sectoral qualifications frameworks in the maritime industry was emphasized. The role of social and humanitarian disciplines in the process of formation of future marine officers is emphasized. The main tendencies and directions of marine education development with modern technologies usage in future are presented
